At the end of the Beijing talks on 9 Oct, Trade Commissioner Šefčovič said both sides reached a ‘shared understanding to moderate’ China’s exports of hybrids and plug-in hybrids to the EU, which ‘opens the prospect of cutting China’s exports by more than a half’. The cut is measured against a no-change projection and would keep out ‘several millions’ of cars over four years. The mechanism, numbers and covered companies were not disclosed; the Commission will brief member states first and says the deal is WTO-compliant. China also agreed lower tariffs on EU goods including car parts (about €4bn of current exports, at least €225m in duty savings) and easier export licences for rare earths and permanent magnets. BEV price-undertaking procedures continue; the next ministerial round is March 2027, with a video call in January. VDA president Hildegard Müller called it ‘an initial positive signal’. EU leaders meet 15–16 Oct.

The Škoda union paper reported on 8 Oct (via ČTK) that parts problems now also hit the Kodiaq built in Kvasiny, on top of the wiring shortage for the Enyaq and Elroq in Mladá Boleslav; Peaq output is holding. Some shifts in hall M13 are cancelled and the Mladá Boleslav paint shops run a reduced plan for a second week. Seznam Zprávy links the shortage to Russian strikes on Kromberg & Schubert’s plant near Zhytomyr. KOVO union chief Jaroslav Povšík said Škoda moved to two-shift working and is trying to source harnesses elsewhere, for example from Tunisia or Morocco. Škoda confirms a supplier limitation but gives no models, volumes or expected duration.

BMW launched its voluntary redundancy programme on Thursday 8 Oct, giving about 40,000 eligible staff access to personal offers; the HR portal briefly crashed under demand (Handelsblatt, Automobilwoche). The programme is part of the June plan to cut about 8,000 jobs in Germany by end-2027, excluding direct production, and to reduce departments and management positions by 20% by mid-2027. BMW is also considering letting less profitable models run out without successors; so far only the 2 Series Active Tourer has been named.
